ในปัจจุบัน ประเทศไทยต้องข้องเกี่ยวกับการค้าระหว่างประเทศและกติกาต่างๆ ในระดับสากล ซึ่งอาจส่งผลทั้งด้านบวกและด้านลบต่อสุขภาพของคนไทยโดยรวม และประเด็นด้านสุขภาพภายใต้ข้อตกลงการค้าระหว่างประเทศปัจจุบันก็มีความซับซ้อนมากขึ้นเรื่อยๆ จึงจำเป็นต้องมีข้อมูลที่ครบถ้วน การทำความเข้าใจให้รอบด้านมากขึ้น โดยการมีส่วนร่วมของทุกภาคส่วนที่เกี่ยวข้อง

คณะกรรมการสุขภาพแห่งชาติ หรือ คสช. จึงได้แต่งตั้งคณะกรรมการสนับสนุนการศึกษาและติดตามการเจรจาการค้าระหว่างประเทศที่มีผลกระทบต่อสุขภาพและนโยบายสุขภาพ หรือ (คจคส.)ขึ้น เพื่อเป็นกลไกในการส่งเสริมและสนับสนุนให้ทุกภาคส่วนมีส่วนร่วมในการศึกษาและติดตามการเจราจาการค้าระหว่างประเทศที่อาจมีผลกระทบต่อสุขภาพทั้งด้านบวกและด้านลบ ทั้งก่อนการเจราจา การทำความตกลง และหลังจากความตกลงมีผลบังคับใช้แล้ว โดยการประสานสนับสนุนการทำงานกับกลไกเจรจาการค้าระหว่างประเทศของรัฐบาล รวมทั้งพัฒนาข้อเสนอเชิงนโยบาย หรือ ข้อเสนอแนะ หรือคำปรึกษาต่อคณะกรรมการสุขภาพแห่งชาติ

คณะกรรมการ คจคส. ได้รับการแต่งตั้งขึ้นเมื่อวันที่ 8 ตุลาคม 2552 ตามมติคณะกรรมการสุขภาพแห่งชาติ ครั้งที่ 1/2552 เมื่อ วันที่ 23 มีนาคม 2552 ซึ่งเป็นไปตามมติสมัชชาสุขภาพแห่งชาติ ครั้งที่ 1/2551 มติ 1.4 เรื่อง การมีส่วนร่วมของภาคประชาชนในการกำหนดนโยบายการเจรจาการค้าเสรี โดยมี ดร.ศิรินา ปวโรฬาวิทยา เป็นประธานกรรมการ

At present, Thailand has to be concerned in international trade rules and international level. This may result in both positive and negative effects on the health of Thailand as a whole and health issues under current trade agreements between the countries and also become more complexity.
So we need to have a completed information, understanding well-round with participation of all sectors involved.

National Council for Peace and Order (NCPO) appoint members of the board for supports the study and monitoring of Department of Trade Negotiations that affect the health and health policy.
For a mechanism to encourage and support all sectors involved in the study and monitoring of Department of Trade Negotiations which may have negative health effects, both positive and negative before negotiations, The agreement and after the agreement has been in force
By coordination mechanism to support the work of the international trade negotiations, including the development of policy recommendations or suggestions or advice to the National Board of Health.

NCITHS has been established on 8 October 2009 by the resolution of the National Health Commission Office 1/2009 on 23 March 2009. This was the consensus National Health Assembly 1/2008
